Required QUALIFICATIONS

Required Education:

REQUIRED EDUCATION
Bachelor’s degree in business administration, engineering, architecture, or a related field.

Required Experience:

REQUIRED EXPERIENCE
Five years experience in facilities and/or construction including team leadership for at least two years.

Or
Nine years experience in facilities and/or construction with at least two years of team leadership experience will be considered an equivalent to the Bachelor’s degree and five years experience.

Current valid Oregon Drivers License or ability to obtain one.

Preferred Education

APPA certification, LEED accreditation, and/or other professional certifications related to facilities management. Additional years of higher education or degree beyond Bachelor’s.

Preferred Experience

Experience in public sector or educational institutions.

Position Purpose:

To assist the Director in facilities management and planning for a 60 person department with 1.4 million square feet of building stock spread over a 400+ acre main campus plus six satellite campuses across Lane County. Facilities Management and Planning areas of responsibility include: 1) facilities planning, renovations, and construction; 2) space planning and programming; 3) maintenance and repairs; 4) grounds and landscaping; 5) custodial services; 6) utilities management; 7) hazardous waste management and general waste management; 8) moves and event set ups; 9) transportation program, motor pool and vehicle scheduling; and 10) department office support.

Essential Functions:

Administration & Evaluation
Assist the Director with:

  • Managing design, renovation, and construction.
  • Oversight of maintenance and repairs to assure asset protection.
  • Oversight of utility plant operation including heating, cooling, electric power, water, solid waste, and energy management.
  • Departmental environmental, health, and safety program to include compliance with OSHA and Oregon Department of Environmental Quality regulations.
  • Coordinating responses to facilities emergencies such as water leaks, electrical outages, and hazardous material spills.
  • Developing and implementing departmental goals that are in support of Lane’s strategic plan.
  • Creating, maintaining, and administering: 1) college master plan; 2) facilities conditions assessment; 3) five year plan for major maintenance and capital improvement; and 4) annual projects plan.
  • Development of budget requests, budget planning, and tracking.
  • Staff recruitment, evaluation, professional development, ensuring FMP employees have and maintain required licenses and certifications, and personnel administration including working with Human Resources to apply labor agreements to daily operations.
  • Maintaining compliance with established college policies and external regulations.
  • Developing and enforcing systems, policies, and procedures to improve department operations.
  • Act as on-call manager, answering and responding to emergency calls 24-7 for one out of every four to five weeks.

Collaboration, Representation and Advocacy

  • Participate in college strategic decision-making processes and development of college-level policies and procedures related to facilities management and planning.
  • Monitor and communicate various legal and governmental requirements concerning the work of FMP.
  • Coordinate, collaborate and communicate, as needed between FMP and other college departments, committees, outside vendors and service providers, and the public.
  • Represent FMP on college committees as assigned by director. Committee representation may include Facilities Council, Safety Committee, ADA Committee, and Emergency Planning Team.
  • Demonstrate an active concern for meeting the needs of students, staff, and the public.

Physical Demands/Working Environment:

Works on computer for a duration longer than two hours. Occasionally must work outdoors in inclement weather, on roofs, and in mechanical spaces and tunnels. Work occasionally involves standing and walking for extended hours to supervise projects or emergency response.

Facilities planning practices; construction and maintenance practices; project management practices; computerized maintenance management systems; public purchasing; supervisory practices and issues in a unionized environment; ADA and OSHA requirements and other legal and statutory facilities management requirements; USGBC Leadership in Energy and Environmental Design green building rating system, and building and fire codes.

SKILLS:

  • Facilitating the preparation and development of budgets and administrating within available resources.
  • Effectively managing, training and supervising staff including having highly developed interpersonal skills that result in effective team development and recognition, conflict management, influence and persuasion, active listening, and meeting facilitation.
  • Professional communications with a demonstrated ability to communicate effectively and make difficult concepts easy to understand.
  • Developing, communicating and fostering a shared vision by setting clear, challenging, obtainable, and measurable goals within and among the units of the department.

ABILITIES:

  • Provide leadership and support for a diverse group of employees in a team environment; effectively delegate tasks and responsibilities to employees and teams; provide support for teams and employees in carrying out their responsibilities; make effective command decisions under emergency situations.
  • Develop key performance metrics for measuring and verifying ongoing operational performance and effectiveness.
  • Distill large amounts of operational performance data into easy-to-understand reports for decision making, improvement strategies, and managing change.
  • Coordinate and manage multiple projects with competing priorities, meet deadlines and project plans with short- and long-term end dates.
